Make ID part of the certificate

Only issue a certificate once the learner's ID has been verified.

  1. Open the course and go to Certificate.
  2. Under Criteria, turn on ID verified.

Every rule you turn on must pass before a certificate is issued. A learner who has finished every module but hasn't been verified won't get a certificate yet. Their record shows what's still outstanding, for example Blocked: 3 modules & ID outstanding.
